Economic Affairs Minister Guo Zhihui proposed the idea of bringing in foreign talent to Taiwan, including foreign students, to fill the projected 500,000 manpower gap by 2040, especially in high-level manufacturing and service industries. Through the concept of 'borrowing arrows with thatched boats,' Guo aims to attract foreign talent to work in Taiwan and even have international students study in Taiwan, ultimately benefiting both the individuals and Taiwan's industries.
