During a surprise visit to Taiwan by mainland Chinese artist Hu Ge, Shanghai City Taiwan Affairs Office Director Zhong Xiaomin, Deputy Director Yang Lihua, and others visited as well. After Hu Ge's visit, the city’s delegation continued their inspection tour in Taipei, meeting with Taipei Mayor Chiang Wan-an. Speculation arises about Shanghai Mayor Gong Zheng's attendance at the Twin City Forum in Taiwan, the venue, Hu Ge's possible reappearance, and the event date; however, Taipei City government has not disclosed details. The visit is seen as preparatory for the forum, focusing on enhancing cross-strait exchanges between Shanghai and Taipei.
