Various governments have proposed amendments over the years, including former President Lai Ching-te during his time as Mayor of Tainan. Huang emphasized the urgency for revision, stating that it is not only the People's Party's stance but also a long-term advocacy of both the Kuomintang and the Democratic Progressive Party.
