Legislative Yuan passed parliamentary reform bills on May 28, but the Executive Yuan filed a reconsideration case, leading Legislative Yuan President Han Kuo-yu to hold cross-party consultations today. During the meeting, DPP caucus secretary-general Zhuang Rui-xiong clashed with Han Kuo-yu over skipped speaking turns. Seasoned media personality Huang Yangming observed that Han Kuo-yu did not show favoritism in the process; the issue stemmed from DPP's displeasure with Huang Kuo-chang. The argument escalated with Zhuang Rui-xiong and Han Kuo-yu raising voices and banging tables. Huang Yangming's analysis showed that Han Kuo-yu followed a 'rotating speaking' consensus and wasn't biased. The dispute revolved around the order of speeches and dissatisfaction with Huang Kuo-chang, with Kuomintang legislator Fu Kun-chi speaking first, followed by speeches from the People First Party's Huang Kuo-chang, DPP's Ker Chien-ming, Kuomintang's Hung Meng-kai, and DPP's Wu Si-yao.
