On June 17, 2024, Minister of National Defense Gu Li-shiung confirmed during a special report to the Legislative Yuan's Foreign Affairs and National Defense Committee on the 'Maritime and Air Force Enhancement Program Procurement Progress and Implementation Effectiveness' that the Director General of the Institute of Defense Sciences will be replaced by Rear Admiral Li Shi-qiang. Currently, the Director General Zhang Zhongcheng, who graduated from the National Defense University's College of Science and Technology, is in his second term but will be stepping down prematurely. The appointment of Li Shi-qiang is expected to take place on July 1, following a special board meeting held on June 12. Li Shi-qiang, a vice admiral and current Director of the Strategic Planning Department at the Ministry of National Defense, has a background in naval operations and military strategy.
