In May 2021, the first COVID-19 case in Changhua involved a woman from Xihu infecting a female insurance agent, who then spread the virus to 16 members of the Xu family when selling insurance policies. The Xu family sued for damages, leading to a lawsuit where the court ultimately ruled in favor of the insurance agent after three trials due to the timing of when she received quarantine notice and the lack of specific legal grounds for the claims made by the Xu family.
