Tsai Hui-xun, director of the Earth Citizen Foundation, believes that past nuclear safety drills were ineffective in conveying evacuation knowledge to the public. Despite Taiwan Power Company and the Atomic Energy Commission dividing nuclear disaster scenarios into three levels, including 'emergency preparedness accidents,' 'site emergency accidents,' and 'comprehensive emergency accidents,' and arranging for sheltering or evacuation of residents within 8 kilometers of the plant, the majority of Hengchun residents have not participated in drills and lack knowledge on how to react in case of a nuclear disaster, raising concerns about the effectiveness of evacuation plans if a disaster were to occur.
