According to the report by Yomiuri Shimbun on July 9, the Japanese government is considering a plan to monitor communications between foreign countries and its infrastructure to protect critical facilities like power plants and railways from cyber attacks. The proposed 'Active Cyber Defense' project aims to monitor international internet traffic in normal times, respond promptly to cyber attacks, automatically block abnormal traffic, and neutralize threats. The government is balancing privacy concerns and national security and plans to establish a third-party review mechanism to prevent misuse of this monitoring. Japan hopes to strengthen cyber threat response by potentially collecting information on major threats from countries like China and Russia through this initiative.
