In 2023, approximately 25.07 million foreign tourists visited Japan, accounting for 80% of pre-COVID-19 levels, with record-high travel expenditures. The focus is now on directing tourist traffic to lesser-known regions through promoting unique experiences, utilizing local nature, traditional culture, and cuisine. The White Paper also addresses the issue of over-tourism in popular areas, proposing policies to mitigate its negative impacts on residents and ecosystems.
