However, compared to other nations, the cybersecurity talent for national defense in Japan remains notably insufficient; the U.S. established a cyber army in 2010 with 6,200 personnel, while China and North Korea have 30,000 and 6,800 cyber personnel respectively. Remuneration problems are identified as a significant challenge, with plans to attract high-quality cyber talent by enhancing recruitment conditions and considering raising the salary cap for cyber personnel to around 23 million yen, starting in the 2025 fiscal year.
