In a recent survey by the Cabinet Office in Japan, over 60% of respondents stated that they most commonly encounter chikan (molesters) on trains. Over 10% of those surveyed admitted to experiencing chikan, yet more than 80% chose not to report it to the authorities. The Cabinet Office plans to strengthen consultation systems based on these findings. The survey targeted individuals aged 16 to 29 and received over 36,000 responses in February this year, with 10.5% reporting encounters with chikan. The majority experienced harassment in the morning on trains, with most respondents opting not to report it to the police, citing reasons such as not wanting to escalate the situation or feeling it wasn't worth reporting.
