On June 13th, the Democratic Progressive Party's (DPP) Legislative Yuan caucus convener, Kaohsiung Ming, was allegedly caught smoking at the entrance of a meeting room during cross-party negotiations, as captured by the parliament's live broadcast. Taipei City Councilor from the Kuomintang party, Cai-wei Liu, filed a report with the Taipei Health Bureau, leading to a NT$2,000 fine under the Tobacco Hazards Prevention Act due to the first clear evidence of the violation. Despite being previously reported for smoking in the Prime Minister's resting room and during negotiations, Kaohsiung Ming did not respond to the bureau's inquiries within the deadline, resulting in the penalty being enforced.
