Keelung City Mayor Xie Guoliang believes that with over 30,000 citizens still lacking the benefits and qualifications of a direct-controlled municipality, efforts are being made to upgrade Keelung City. A survey conducted last year revealed that 54.9% of citizens support Keelung's upgrade, with the majority favoring a merger with Greater Taipei to form a new direct-controlled municipality. The city government has allocated a 3 million budget this year to promote the upgrade, including organizing seminars with experts and public participation. Discussions on potential mergers include scenarios like merging with Greater Taipei, merging with Xizhi into Taipei City, merging with neighboring New Taipei City districts, or remaining independent. Authorities from Taipei City and New Taipei City have expressed support and willingness to collaborate for regional development and resource sharing.
