Keelung Electric Scooter Chaos: City Government Reviews and Adjusts Policies, Online Registration Opens at 9 AM on 7/1

Keelung City's youth electric scooter 2.0 subsidy program faced chaos recently due to increased applications after eliminating the necessity for public welfare and phasing out old scooters, depleting the city government's budget. Starting from June 14, each district office began accepting a limited number of applications daily, leading to disorderly queues and public complaints. Keelung Mayor Xie Guoliang apologized for the situation and promised to review and adjust the policies to reduce the burden on the public. The Environment Protection Bureau of Keelung City announced that if the number of online applications exceeds the daily quota of 150 (30 for Anle District, 20 for each other district), a computer lottery will be held on July 12 at 10 AM to select the recipients. Eligibility criteria include being born between 1979 and 2004, being a registered resident of Keelung City by December 31, 2020, holding a heavy motorcycle license for over a year, and providing a scrapped old fuel vehicle for an additional NT$10,000 incentive. After the July 5 deadline, future applications will require phasing out old fuel motorcycles as a necessary condition to receive the electric scooter subsidy, while maintaining criteria related to public welfare and age. The City Council's recommendations will be considered for further policy adjustments, with specifics still under discussion.
