Keelung's mayor Xie Guoliang introduced the subsidy policy 2.0 for young people to purchase electric scooters, with a non-mandatory condition of promoting public welfare and replacing old vehicles. The number of applications surged to over 10,000, nearing the budget limit. As a result, various districts have implemented daily quotas, leading to chaotic situations where people queue up overnight, with reports of paying for others to queue on their behalf to secure a spot. This has caused frustrations and disputes among residents. The registration for the program is ongoing until June 28th. The new policy is expected to have conditions for replacing old vehicles but will provide a one-time subsidy for the vehicle body without monthly fees, regardless of the brand.
