Due to the daily quota of the Keelung Youth Electric Scooter 2.0 Program leading to chaos with people queuing overnight, the Keelung City Government announced a transition to online applications from July 1st to 5th to alleviate the need for in-person registrations. With over 10,000 applications processed and limitations due to budget constraints, the government implemented on-site application controls with daily limits in place, causing public disorder. In response to the situation, Mayor Xie Guoliang publicly apologized and pledged to propose improvement measures. Moving forward, the Keelung government will suspend on-site applications starting on the 24th and extend the application period to allow online registration, aiming to prevent overnight queues and ensure a fair selection process through online lottery draws if applications exceed the daily limit. The city government spokesperson mentioned plans to introduce a revised scheme, reinstating the requirement to retire old gasoline scooters to manage the application volume effectively and further details are under discussion.
