Keelung's youth electric scooter plan suddenly imposed a quota limit, causing chaos as people rushed to queue for quota at night, leading to Mayor Hsieh Kuo-liang apologizing. Due to the surge in applications for the Keelung City Youth Electric Scooter 2.0 subsidy plan, each district office resorted to limited applications and caused long queues, triggering public dissatisfaction. The city government responded by suspending on-site applications from June 24 onwards, and shifting to online registration starting July 1, with a lottery for exceeded quotas. The plan's application deadline was extended to July 5, and online registration will be used to avoid queues at district offices.
