KMT legislator Chen Xuesheng proposed amending the Outlying Islands Development Act to introduce Chinese capital and recruit Chinese students. This proposal was criticized by DPP legislator Zhang Yalin, who stated that the KMT's 'for the benefit of the country and the people' bill was actually serving China. Chen's proposal includes allowing mainland Chinese companies to participate in procurement to boost outlying island industries and facilitate public infrastructure, as well as permitting universities in Penghu, Kinmen, and Matsu to recruit mainland Chinese students without quota restrictions. The DPP's Zhang pointed out the double standard in handling cross-strait relations legislation, highlighting the differing treatment of KMT and DPP proposals.
