On July 5, 2024, KMT legislator Chen Xuesheng was reported by the public for smoking outside the 2nd floor corridor of the Legislative Yuan. The Taipei City Health Bureau stated that they have received the report but need to request information from Chen's registered residence before sending a letter. Chen faces a fine of at least NT$2,000 for violating smoking regulations in a smoke-free area within 7 days. Meanwhile, Chen, along with KMT legislator Chen Yuzhen, jointly proposed amending the Offshore Development Act to allow Chinese companies to participate in public projects on offshore islands, drawing criticism from DPP legislator Hong Shenhan. Hong argues that this amendment would essentially promote a 'One Belt, One Road' initiative in Taiwan, endangering Taiwan's sovereignty by allowing unrestricted access of Chinese companies, funds, and manpower to outlying islands like Kinmen, Matsu, and Penghu. The amendment will be reviewed in the Legislative Yuan, with the DPP working to block its passage to protect Taiwan's sovereignty and the interests of islanders.
