On June 29, 2024, at 9:26 am, during a cross-party negotiation in the Legislative Yuan, DPP legislative caucus whip Tsai Ming-kai was caught smoking outside the meeting room, leading to a report by a Taipei City councillor. The Taipei City Health Bureau fined Tsai Ming-kai NT$2,000 for violating the Tobacco Hazards Prevention Act, with the possibility of a higher fine if repeated within a year. Despite showing no concern, KMT legislators criticized Tsai Ming-kai for disregarding the law and not setting a good example as a public figure, emphasizing the need for compliance and setting a social standard.
