During the legislative review of Taiwan's Fiscal Planning Law, the differences between the ruling and opposition parties are significant. The Kuomintang (KMT) version of the fiscal plan law has been criticized for increasing Kaohsiung's comprehensive tax revenue the least after amendment, prompting Kaohsiung Mayor Chen Chi-mai to express dissatisfaction, stressing three times that it is unfair. Chen Chi-mai believes that the KMT version is unfair to the other four cities outside of New Taipei and Taipei, especially in neglecting factors such as land and aging population structure, making the distribution proportion highly unfair to the central and southern regions.
