Legislators such as Niu Xu-ting and Chen Ying criticized the Department of Health for delaying approval processes, which affected public rights, due to rampant smuggling of heated tobacco products. Recent crackdowns by law enforcement revealed that a shopping agent company colluded with Chinese and Japanese nationals to smuggle over 10,000 heated tobacco products under the guise of purchasing Japanese goods. The legislators emphasized the importance of timely disclosure of health risk assessment results to the public, as smuggling signifies public use of heated tobacco and the evaluation process is taking too long.
