On June 24, 2024, Citizen group initiated a recall motion against Keelung Mayor Xie Guoliang, currently in the second phase of petitioning. DPP has repeatedly stressed non-interference. However, Secretary-General Lin Youchang held two days of anti-abuse of power and protection of democracy lectures in Keelung, with his followers announcing to provide recall petition services. This was seen as the DPP's first intervention in the recall. KMT legislator Wang Hongwei criticized Lin Youchang as a hypocritical pseudo-gentleman for the covert recall in the name of opposing empowerment. The recall organization received over 27,000 petitions and is confident of surpassing the second-stage threshold by June 30. While previously denying involvement, Lin Youchang's actions indicate DPP's indirect intervention in the recall of Xie Guoliang.
