On June 28, 2024, the Mainland Affairs Council raised the travel alert to China, Hong Kong, and Macau, with Taipei City Councilor Hsu Shu-hua analyzing and pointing out the key reasons for the alert elevation. This decision was made due to multiple cases of Taiwanese individuals being illegally detained, restricted, and interrogated in mainland China recently. Hsu Shu-hua highlighted the increasing threats to personal safety for Taiwanese travelers to China and explained that the unclear and vague new regulations pushed by the Chinese government, where individuals could face severe penalties including death sentences for so-called 'secession crimes,' influenced the decision to raise the travel alert level to 'orange' and advised against non-essential travel to China, Hong Kong, and Macau.
