On June 9, a mainland Chinese man steered a speedboat straight into the Tamsui River mouth and was intercepted by coast guard personnel before being caught at the Fisherman's Wharf. Chairperson of the Ocean Affairs Council, Kuomintang, admitted that there were two system failures within the coast guard, attributing it to a 'personnel issue' rather than an equipment problem. Kuomintang acknowledged the negligence but stressed that it was not an equipment issue, emphasizing there were problems with personnel. Kuomintang's statement was made during a legislative session prior to an interview, where the incident was addressed. Investigations are ongoing, with the coast guard mistakenly identifying the boat as a returning fishing vessel due to misjudgments, resulting in a delay until it was correctly recognized as not belonging to Taiwan.
