On June 18, 2024, a Taiwanese legislator and retired naval admiral Chen Yongkang speculated that the mainland's 094 nuclear-powered submarine discovered by fishermen in the Taiwan Strait near Penghu was likely floating along the coast en route to Bohai Shipyard in Huludao, Liaoning for a routine overhaul. Chen explained that the submarine would temporarily surface for navigation along the coastline and indicated that it was unarmed during the voyage to the shipyard. The decision not to avoid Taiwan's eastern waters and the reason for choosing to traverse the Taiwan Strait was also discussed by Chen to avoid detection of the submarine's acoustics by the U.S. military and due to the lack of necessary secrecy during this transit for maintenance purposes.
