The Mountain and Sea View Community in Keelung's Zhongzheng District, which became the second-largest community in Northern Taiwan over 20 years ago, had its community committee controlled by gang members, leading to incidents where non-residents entered causing trouble and dropping guns, negatively impacting the community's reputation and housing prices. With new committee members elected and police intervention, community safety improved, and housing prices rose from NT$50,000 per ping to NT$200,000. The community's management faced criticism due to a lack of surveillance, security measures, and flooding issues. After implementing stricter security measures, including license plate recognition systems and 24/7 security monitoring, the community saw a significant increase in housing prices to over NT$200,000 per ping.
