On June 9th, a man of Chinese descent named Ruan drove a speedboat straight into the mouth of the Tamsui River and was intercepted by the northern branch of the Coast Guard Administration, leading to his arrest at the Fisherman's Wharf and raising national security concerns. Kuomintang's officials revealed that the arrested Ruan had previously served as a naval ship captain in the People's Liberation Army. Furthermore, Kuomintang stated that the man claimed he 'yearned for democracy,' but such statements are common and not necessarily believed by authorities, as the investigation into the case is ongoing. Issues within the Coast Guard's response were highlighted, with errors in judgment and communication delays being attributed to the incident. The man behind the wheel, Ruan, was identified as having served in the PLA as a ship captain.
