The Ministry of Health and Welfare plans to amend the provisions of the Disability Rights Protection Act to change the priority sitting objects on priority seats from “elderly, weak, women, and children” to “those with actual needs.” The Ministry of Transportation has expressed its willingness to actively cooperate with this amendment. The amendment aims to broaden the eligibility for priority seats to include individuals with actual needs, considering various factors such as disability rights, accessibility, transportation convenience, and institutional management. The amendment proposal was previously submitted to the Legislative Yuan in September 2023 but was returned due to the turnover of lawmakers. The Ministry of Transportation will respect and coordinate its subsidiary regulations in accordance with the Ministry of Health and Welfare’s considerations.
