Montenegro's Justice Minister has approved the extradition of Do Kwon, co-founder of Terraform Labs, to the United States to face charges related to the $40 billion collapse of TerraUSD-Luna stablecoins, which caused significant disruption in the crypto market in 2022. Although Kwon was sought in South Korea as well, Montenegro's lack of an extradition treaty complicated the process. In 2023, the U.S. SEC charged Kwon with fraud, accusing him of misleading investors.
