Changhua County Road 139 is a popular spot for mountain riding enthusiasts, but also where accidents occur frequently, resulting in a biker named Li being fined and having his license suspended for two instances of 'leaning' while riding his motorcycle in February last year. Li contested the penalty, arguing that his actions were for stability due to his body shape and the road conditions, leading to the administrative court ruling the fine as baseless as the behavior wasn't clearly hazardous. The judgment was then revoked, with the possibility for appeal. The court deemed Li's riding as mostly normal and lacking evidence of reckless driving, thus dismissing the case based on the inconclusiveness of dangerous behavior.
