During questioning by DPP legislator Kuo Hung-chang on June 14, 2024, Administrative Premier Su Tseng-chang was asked to explain the expansion of legislative rights which opposition deems illegal if not overturned, amid concerns over the revised National Spatial Planning Act scheduled to take effect in 2025 that includes a reward system for reporting violations, potentially reviving the disliked 'reporting experts.' Su Tseng-chang expressed the need to encourage care among citizens rather than surveillance, suggesting technology to detect illegal activities and a revisit of the reporting system. DPP legislator Chiu Yi-ying raised concerns about restrictions on agricultural land use, exclaiming how farmers feel like their land is being 'sentenced to death,' prompting clarification from Minister of the Interior Hsu Shih-fang that farmers' rights remain protected under the law. Other issues include high fines for violations and concerns over change requests for specific agricultural areas, with false claims leading to confusion among farmers.
