On July 2, 2024, the Kuomintang legislative caucus proposed an amendment to the Public Officials Recall Law, set to enter review by the Internal Affairs Committee on the 4th. A public hearing on the 'Enhancement of the Practical Status of Public Officials' Recall Law' was also held. Lawyer Yeh Ching-Yuan, adviser appointed by the Keelung City Government, clarified that he was not appointed by Mayor Hsieh Kuo-Liang but was invited by the Legislative Yuan. Meanwhile, Councilor Zhang Po-Yang criticized the KMT's call for a higher recall threshold, demanding accountability for Hsieh Kuo-Liang and an apology for the recall of Chen Po-Wei in the past. Yeh Ching-Yuan emphasized the need for a fair legal framework for recalls, separate from specific cases like the Keelung recall, and Councilor Zhang questioned the KMT's motives in changing the rules for democratic processes in Taiwan.
