Some allies decided to relax restrictions on using weapons against 'legal military targets' inside Russia, a move welcomed by Stoltenberg. The conflict arose from Russia's illegal invasion of Ukraine, with the US recently agreeing to Ukraine striking ground targets inside Russia, especially in response to Russia's attack on Kharkiv. Former US CENTCOM commander McKenzie emphasized Ukraine's ability to fire upon Russian military targets inside Russia but with limitations, such as not targeting nuclear facilities.
