A couple surnamed Pan in Kaohsiung made 16 complaints to the city government since 2020 accusing their neighbor, a man surnamed Xie, of causing noise and odor issues, but the government found no evidence to support their claims. Xie later moved out and rented the house to a woman surnamed Zhu, prompting the Pans to send a registered letter to Zhu. Xie retaliated by suing the Pans, claiming his freedom from fear was violated, and the court ruled in favor of Xie, awarding him $10,000. The Pans argued they were within their rights to report Xie's actions, while Xie claimed the Pans' frequent complaints constituted harassment. The court found in favor of Xie, awarding a smaller compensation than he requested.
