NY judge imposes $15 million fine on unlicensed cannabis shop owner who vows to appeal

David Tulley, the owner of seven unlicensed cannabis shops in New York, including I'm Stuck and Weed Warehouse, has been fined over $15 million by a state Supreme Court justice for operating without approval. The fine, imposed by Acting Justice Richard Healy, includes 90% of Tulley's gross sales from February 2022 to May 2023 and $10,000 for each day he operated without licenses. Tulley plans to appeal and criticized the licensing laws, stating his shops offered consulting and education about cannabis products, not actual sales; however, state authorities accused him of illegally selling to minors. New York's struggle with unlicensed cannabis shops has been ongoing since legal sales began in 2022, particularly in New York City. Tulley's shops were shut down in 2023 after promoting Easter egg hunts where eggs could be exchanged for cannabis products, raising further concerns.
