On June 9th, a mainland Chinese man who used to be a PLA ship captain drove a speedboat into the Tamsui River. The Coast Guard Administration spent nearly 500 million NT dollars on a high-tech surveillance system, but it failed to prevent the intrusion. Ma Wenjun criticized that merely punishing the grassroots is not sufficient to address the issue, highlighting the loopholes in the system and the Coast Guard's response to the incident.
