Osaka Prefecture Governor Hirofumi Yoshimura announced plans to amend existing laws to prevent special fraud targeting the elderly, proposing financial institutions to ban seniors from using mobile phones in front of ATMs. The proposed amendment aims to mitigate increasing fraud cases, with Osaka experiencing 2,656 fraud cases last year, totaling approximately ¥3.6614 billion (around NT$743.04 million). The amendment also includes obligations for store clerks to confirm with elderly customers when purchasing prepaid cards to combat fraudulent activities. The proposed measures have yet to finalize specific system designs, with costs expected to be borne by financial institutions, posing challenges for industry adjustments.
