After negotiating on June 13 regarding the Executive Yuan's rediscussion proposal of the 'Legislative Yuan's Exercise of Powers Act,' the Legislative Yuan scheduled a vote for June 21. The Kuomintang threatened that if the rediscussion fails, Premier Su Tseng-chang should resign, while Su stated that resignation was not an option. Green camp legislators challenged the opposition party, stating they should initiate a no-confidence vote to dissolve the parliament and hold a new election. The ruling party's confidence stems from the assessment that this election is unfavorable for the ruling party and the third force is diverting 'anti-KMT' votes, creating an impression that the Democratic Progressive Party is still viable. With the current composition of the parliament, if the opposition party can coordinate, they have the potential to effectively veto the rediscussion proposed by the Executive Yuan.
