In an attempt to block the Blue and White versions of the parliamentary reform bill, the DPP Legislative Yuan Caucus, Executive Yuan, Presidential Office, and Control Yuan have collectively applied for constitutional interpretation and temporary disposition. The KMT caucus has pointed out that Chief Justice Hsu Tsung-li has long believed that the Legislative Yuan should not have investigative authority and thus should recuse themselves. With six other judges having ties to the DPP government, the KMT has strongly advised these judges to recuse themselves to maintain their impartiality. The KMT expressed concern that the constitutional interpretation might be biased towards the DPP, as the judge panel includes individuals closely associated with the party.
