A man surnamed Dang invested 4 million in opening a pet shop in Neihu, but disputes with the second-floor resident prevented him from obtaining a business registration. Despite the completion of renovations to the balcony, the resident refused to sign the consent form, causing significant stress on Dang and his girlfriend. After being found deceased in the store, police determined no foul play was involved. Neighbors' consent is required to operate a pet grooming business in residential areas under regulations in Taipei City, leading to the unfortunate outcome for the pet shop owner.
