Renowned lawyer Yang pointed out a legal solution a month ago, suggesting suing the neighbor for breach of contract over a promised balcony repair in exchange for a signed consent, providing evidence that could lead to a quick court decision. However, after the tragic incident, the upstairs resident accused the pet shop of proceeding with renovations before obtaining written consent and bringing attention to the need for legal reform regarding land use regulations in Taipei.
