The ministry is preparing for a potential implementation by May next year despite ongoing rate deliberations, with a gradual increase in fees expected until 2030. The ministry is also exploring a carbon trading system alongside carbon fees, with key steel companies like China Steel and other enterprises expressing willingness to align with the government's initiatives.
