Taipei police have issued many fines that are difficult to collect, with accumulated unpaid fines reaching 60.09 million yuan, covering penalties for traffic violations, crackdown on street vendors, and penalties for Class 3 and 4 drugs. It was found that in Taipei, there are 24 major debtors with outstanding amounts over 500,000 yuan, mostly related to unregistered street vendors. Some resort to tactics like fake divorces to avoid payment collection. The Taipei City Council reviewed the fines from the police department's financial statements for the past two years, showing that out of more than 74.68 million yuan in fine revenue in 2022, only around 14.59 million yuan was collected, with the rest either canceled or retained for further collection.
