The Executive Yuan proposed this case due to violations of constitutional democratic procedures, separation of powers, and legitimate legal processes, which could infringe on people's rights. Premier Su emphasized the importance of upholding power division principles, safeguarding people's basic rights, and urged for support based on the rule of law. He pointed out flaws in the legislative review process, saying it deviates from democratic principles and limits minority voices, hindering proper functioning and underscoring the need for legal governance.
