On June 24, 2024, at 12:20 in the morning, President Lai Ching-te announced that he filed for a constitutional interpretation regarding the amendment to the Legislative Functions Act and the ROC Penal Code, and he also answered media questions. The Presidential Office provided that the Executive Yuan's amendment to the Legislative Functions Act and the ROC Penal Code was recently rejected in the Legislative Yuan, leading the Executive Yuan and the DPP caucus to seek constitutional interpretation. President Lai Ching-te made a public statement on June 24, stating his intention to file for constitutional interpretation and temporary disposition regarding the amendments. He emphasized that Parliament should be reformed but not given expanded powers arbitrarily, especially regarding its investigative powers in relation to the judiciary and surveillance, as well as safeguarding people's privacy, trade secrets, and freedom of speech.
