Following the rejection of the parliamentary reform review proposal with bipartisan support, the Presidential Office, Executive Yuan, DPP caucus in the Legislative Yuan, and the Control Yuan are planning to file a constitutional interpretation petition to block the implementation of the new law. President Tsai Ing-wen is scheduled to deliver an open talk on “Defending the Constitution and Protecting the People” on the morning of the 24th, addressing the legislative amendment at the Legislative Yuan. The Executive Yuan has filed a review proposal against the parliamentary reform bill, which was voted on in the Legislative Yuan on the 21st and blocked by the majority weight of the blue camp. According to constitutional regulations, once a bill is passed by the Legislative Yuan, it should be transferred to the President and the Executive Yuan for promulgation within 10 days of receipt. It is rumored that President Tsai may announce the bill on the 24th, making it effective three days later, and the DPP caucus and Executive Yuan are expected to file a constitutional interpretation and temporary disposition request on the 26th. The legality of the parliamentary reform bill will ultimately be decided by the Constitutional Court.
