On June 24, 2024, President Lai Chanyi applied for a constitutional interpretation regarding the Parliament Reform Bill, appointing lawyer Hong Wei-sheng to explain the reasons. The bill for parliamentary reform was recently rejected by a collaboration of blue and white factions. President Lai Chanyi announced the application for constitutional interpretation and suspension of enforcement. Lawyer Hong Wei-sheng outlined 6 major reasons, such as the expansion of the Legislative Yuan's power, confusion in the arrangement of powers between the Executive Yuan, the Premier, and the President, and significant flaws in the legislative process violating transparency principles, therefore being unconstitutional.
