The Property Hoarding Tax 2.0 will be officially implemented on July 1, with enforcement starting in May next year. The national single self-occupied property tax rate will be reduced from 1.2% to 1%, while non-self-occupied residential properties will have tax rates ranging from 2% to 4.8%. Local governments will need to adjust their property tax collection rates accordingly. The aim is to encourage renting out idle properties, reduce the tax burden on households with only one self-occupied property, and promote fair housing. It is estimated to affect around 4.06 to 4.45 million households, generating additional tax revenue of NT$2.27 to 3.27 billion.
