However, reports emerged of Taipei City Police Bureau creating obstacles for the groups' gathering, prompting Fan Yun to urge Mayor Chiang Wan-an to clarify any involvement. Despite challenges, Fan Yun stressed that the Bluebird Movement would not be deterred and called on Chiang Wan-an to make a clear statement.
